This paper proposes the Information-Time Field Model (ITF model), which addresseslocal-scale phenomenology in galactic dynamics based on the macroscopic field equationsof the recently proposed Adaptive Spacetime Rendering (ASR) framework. Whereasprior work treated the degradation of information-time resolution at cosmological scales, thisstudy focuses on empirically demonstrating how time-field distortion due to informationprocessingload, rather than hypothetical dark matter particles, manifests as effective dynamicsat galactic scales. To this end, we formulate information saturation under the computationalbandwidth limit of spacetime (c), and newly define Information Compactness (C)as a variable governing the relationship between galactic mass (M) and scale radius (Rd).Validation on 50 galaxies from the SPARC dataset yields an average agreement of 99.24%,suggesting that the ASR framework operates universally even in microscopic galactic systemswithout the dark matter hypothesis.
