This article presents a methodological study on the application of Internet of Things (IoT) technologies for natural disaster mitigation in Pernambuco, Brazil. The research focuses on 106 municipalities identified as highly vulnerable, addressing challenges in monitoring risk areas and supporting emergency response. Through documentary research and institutional analysis, the study develops a structured manual containing technical, operational, and governance guidelines for implementing IoT-based solutions. The main contribution is the provision of a practical framework to guide public administrators in adopting integrated, sustainable, and context-sensitive strategies. While the manual has not been empirically implemented, it outlines expected benefits, including improved coordination, efficient resource use, and strengthened local governance through digital inclusion, transparency, and social participation. The study also highlights avenues for future operational assessment and refinement, providing a foundation for evidence-based application of IoT-based disaster risk management in resource-constrained municipalities.
