The administration of Jair Bolsonaro sought to dismantle social policies throughout most of his term as president of Brazil, attempting to substantially reduce the budgets of social programs as well as remove or abolish existing policies. In reaction, social movements organized protests against Bolsonaro’s dismantling of public policies, as well as in defense of human dignity and democracy. The main actions included protests, awareness campaigns, international coordination, and pressure on public institutions. The social policies, however, were neither dismantled nor retrenched by the end of Bolsonaro’s four-year term, either because spending had been drastically reduced or because of institutional changes in social policy areas such as health, education, and social protection. From 2021 on, the social investment curve began to rise, indicating that the various social protests that resulted in the president’s loss of popularity and the proximity of the elections had a major influence on the increase in social spending. Bolsonaro’s political survival instinct weighed much more heavily than his neoliberal ideology.
