This note records the implementation of governed batch cross-tenant reads in APR-Lite Phase 10. 4. The batch endpoint extends the one-to-one read path established in Phase 10. 3 to one-to-many operations while preserving per-target governance independence. Every target in a batch is evaluated through the full governance pipeline. Denied targets do not block allowed targets. No payload is returned for denied targets. A batchᵢd threads all per-target audit events into a single reconstructable act. Cumulative verified baseline: 181 tests passing. Zero failures.
