Justice Decision Observability™ (JDO™) defines a new governance discipline focused on documenting, reconstructing, and understanding human decision-making within AI-supported justice systems. This document presents the JDO™ Reference Architecture, outlining the structural components required to observe and govern decision environments across corrections, community supervision, and courts. The architecture introduces layered governance concepts, including the doctrine layer, execution layer, observation and reconstruction layer, and measurement frameworks. Through the integration of the Justice Beacon Doctrine Framework™ (JB-DOF™) and structured reconstruction methodologies, this architecture provides a standardized approach to capturing how automated signals are interpreted, how authority is exercised, and how operational outcomes are produced. This work establishes the foundational system architecture for Justice Decision Observability™ and supports the development of consistent governance practices across high-stakes decision environments.
