Previous project management researches have not clarified what kind of management is necessary to ensure that the value created by an agile project exceeds the original expectations, i.e., "stretch goal". Therefore, this study derives management measures for achieving results that exceed expectations in situations where learning goal-oriented and performance goal-oriented interfere with each other, in order to realize value creation that exceeds expectations. It shows that when interference is weak, setting the iteration period is crucial, and when interference is strong, adjusting the iteration period alone is not enough, and management that promotes the generation of various ideas for solving problems in organizational activities based on a high level of commitment is required.
