This article provides a comparative analysis of the industrial regions of Russia and China, using the example of the national economic and technical development zones of China and the industrial parks of Russia. The author emphasizes the difference between the conceptual framework, the features of formation and development, and the current position of the industrial parks of Russia and China. The article traces the role of these complexes in terms of the potential for industrial technology transfer, the specifics of development in the context of digitalization and digital transformation of China and Russia. The role of the state in supporting these subjects of industrial development as growth points, the formation of industrial technology transfer centers, and the attraction of foreign investment is emphasized. In addition, the article assesses the future prospects of the countries within the framework of industrial development. The study of the economic and technological development zones of China and Russian industrial parks is based on the methodology of a systematic approach. The research methods are: the structural and functional method and the method of comparative case analysis. The purpose of the study is to assess the effectiveness of industrial technology transfer, under the influence of external and internal factors of influence, based on a comparative analysis of the two countries of Russia and China using the example of China's economic and technological development zones and Russian industrial parks. The scientific novelty of the research is determined both by a comparative analysis of the experience of specific states and by the search for solutions to existing problems within the framework of the development of industrial parks in Russia. Within the framework of the study's conclusions, the thesis is formulated: in order to maximize the use of the role of industrial development parks as a platform and distribution channel, it is necessary to make more efforts to regulate and promote them. The expansion, adjustment, and modernization of relevant industrial development parks at the national, regional, and municipal levels should be supported. It is necessary to strengthen support from the relevant public authorities. It is necessary to strengthen investment promotion and popularize industrial policy on foreign investment in key sectors, regions and countries, as well as actively participate in multilateral investment cooperation.
