The article proposes a new examination of the essence of action per se. According to the new vision, action is defined not as a sequence of elementary or basic actions, but as a change in the metrics of observable phenomena. The change in metrics is the central idea of the research, addressing some practical problems that arise when actions are broken down into elementary or basic components. This new vision is suggested to be called dynamic action. The aim of the proposed research is to find the theoretical foundations for applying methods of statistical process control in achieving strategic goals for both commercial and non-commercial organizations. The contemporary understanding of the strategic process relies on action theory with its non-numeric analytical models. The non-numeric nature of action creates difficulties in establishing control points for achieving results, which is a key aspect of statistical control of any process. To achieve the stated goal, an interdisciplinary study of the phenomenon of dynamic action and events, the praxeology of dynamic action, and the manifestation of dynamic action in social action was conducted. Phenomenological, ontological, empirical, logical-analytical, theoretical modeling, interdisciplinary, and socio-analytical methods of scientific knowledge were applied. Within the framework of the phenomenological study, similarities between action and events were identified, the specifics of understanding actions in digital form were revealed, and the composition of dynamic action was defined, along with its formulation in narratives. The ontological research of the dynamic in action has already been studied in Alicia Jurez's work "Dynamics in Action," which was referenced in the article with some reservations. In the praxeological research, an algorithm for addressing the task of predicting the attainability of desired outcomes was developed, and a criterion distinguishing the causes of real and random changes in the process from correlating factors was proposed. Criteria for evaluating the effectiveness of action were suggested. Using examples from the models of Talcott Parsons and Jrgen Habermas, it was demonstrated how dynamic action and events manifest in social actions. The main result of the research is the demonstration of the fundamental possibility of applying statistical process control methods in strategic management.
