This paper reconceptualizes the cluster of phenomena commonly grouped under everyday labels such as "motivation," "willpower," "concentration," and "mental energy" as a multivariable system governing executability — that is, the ease with which goal-aligned non-automatic (controlled) processing can be initiated, maintained, allocated, resumed, and restored. This framework is termed the Goal-Aligned Theory of Executability (GATE). Difficulties such as failing to start, failing to continue once started, freezing when too many options are present, degraded judgment after fatigue, or shutdown under anxiety or rumination are often treated as manifestations of a single lack of willpower. GATE argues instead that they reflect different bottleneck structures. The framework organizes trait variables, state variables, and context variables, and links this variable map to a diagnostic-prescriptive structure of symptoms → candidate variables → intervention levers → prescriptions. It further repositions intervention literatures — sleep, exercise, emotion regulation, habit formation, HCI, externalization, environmental design, organizational design, and productivity practices — by asking which variables they affect. The paper positions GATE as a foundational theory for subsequent operational and implementation models.
