AbstractThe history of Soviet cybernetics represents one of the most instructive systemicfailures of the twentieth century: a rare case in which a state possessed world-classintellectual capital, yet failed to convert it into a sustainable technological civilization.This paper argues that the decisive breakdown did not arise from a lack of talent, norfrom an absolute absence of computational infrastructure, but from a deeper systemicinability to recognize information as an independent resource of governance.Cybernetics was not merely a technical discipline. It was a proposal for a newarchitecture of civilization — one based on feedback, real-time information processing,and adaptive coordination. The Soviet system engaged with its surface, but failed tointernalize its implications. As a result, it entered the computational era with structuraldelay, institutional fragmentation, and ultimately, strategic dependency.The purpose of this analysis is not nostalgia. It is not an attempt to reconstruct analternative past. Rather, it is an effort to extract deep systemic lessons that are notvisible on the surface of historical narratives — lessons about how civilizations failnot because they lack ideas, but because they fail to recognize the operational meaningof their own ideas in time.
