Abstract: Circulatory Theory (CT) v35 proves that all four fundamental interaction speeds derive from a single axiom: the fiber count N=3. The electromagnetic (EM) medium speed c = 2/N2 = 2/9 is the universal substrate. Gravity emerges as medium curvature, vG = 2c2 = 8/81. A circulatory loop structure organizes the four forces into two conjugate pairs: Loop 1 couples the strong force (generative, vS = 1) with gravity (structural return, vG = 8/81) at the S7 boundary; Loop 2 couples the weak force (generative, vW = 3/5) with the EM medium (structural return, c = 2/9) at the S13 boundary. The loop balance equation and the electroweak lock form a system of two equations in two unknowns (vS, vW) that solves uniquely to vW = 3/5 and vS = 1, proving that the strong force speed is a theorem rather than a normalization convention. All four force speeds emerge from zero-point generation at membrane boundaries of the EM substrate. The theory contains zero free parameters.
