We propose a minimal theoretical framework, Runtime Spectral Theory (RST), in which physical reality emerges from a timeless, objectless spectral structure of correlations. Spacetime, fields, and particles are not fundamental entities but effective descriptions of stable interference patterns of a spectral measure dμ(ε) dμ(ε). Runtime is defined as the subset of correlations admitting a consistent causal ordering. Within this framework, we recover the structural form of relativistic dynamics, gauge interactions, and quantum behavior. The theory naturally regularizes vacuum energy via a Gaussian spectral action and provides a mechanism for the smallness of the cosmological constant as a residual of long-wavelength spectral fluctuations.
