This preprint presents a scalar-tensor infrared-gravity framework in which the effective spatial scaling dimension is promoted to a dynamical field. The manuscript develops a geometric construction based on an information-geometric stability principle, yielding an infrared running law and a screened-response galactic sector. The framework is proposed as a falsifiable geometric alternative to dark-matter-based explanations of galaxy-scale mass discrepancies, and uses publicly available SPARC resources as the empirical basis for the galactic audit discussed in the text.
