This paper introduces the Compliance Latency Framework (CLF), a formal definition of compliance as a verifiable state rather than a repeated institutional verification event. The framework defines Compliance Latency as the measurable time, friction, and uncertainty between the point at which an individual achieves compliance and the point at which that compliance can be independently verified and trusted by a third party at the moment of need. The CLF proposes a structured, multi-layered architecture comprising the Compliance Identity Standard (CIS), the Compliance Readiness Engine (CRE), the Adaptive Compliance Operating System (ACOS-RAAS), and the proposed Chartered Institute of Compliance Professionals (CICP). Together, these components establish a unified system for standardised, portable, and verifiable compliance across institutional contexts. Supplementary materials include the Compliance Identity Standard v1.2, the Academic Addendum, the Intellectual Lineage Note, and a Recruitment and Workforce Onboarding Use Case illustrating applied implementation. The framework is published as a versioned open standard to support ongoing development, institutional adoption, and academic scrutiny.
