UCM Paper 38 (Theoretical). The black hole information paradox is resolved via the two-layer structure of the UCM horizon (Paper 37): cell modes are trapped (r > κcell, Paper 31) propagates instantaneously through the horizon. Infalling quantum states are encoded as global membrane phase patterns (Proposition 2) and continuously flow outward (Proposition 1), modulating Hawking radiation in subleading phase correlations. The Hawking spectrum remains thermal to leading order; unitarity is preserved at all orders. No firewall, remnant, or modification of GR is required.
