This record is not a further theory paper within the TII project. It remains a public account of how the present TII project was forced into form through publication, exposure, pressure, later admissibility work, and subsequent revision. Its purpose is still not to certify the framework as mature, complete, or correct. Its purpose is to preserve the derivation process in public view so that future readers—especially readers with stronger formal, physical, or philosophical training than the author—may see where the framework was sharpened, where it remained unstable, where later pressure became necessary, and where its future usefulness, if any, may still lie. In its present revised form, this record also preserves a later boundary-layer reconfiguration within the project. An earlier TII-A / TII-B boundary pair did not remain the active boundary layer of the public structure. A substantial reshaping attempt was first undertaken on TII-B, but the final decision was not to preserve a revised TII-B as an active independent layer. Instead, the earlier TII-A / TII-B boundary pair was retired from active status, retained permanently as part of the public historical record, and replaced at the active boundary layer by the single boundary record.
