Governance systems require diagnostic instruments capable of revealing drift, friction, cascade, and structural misalignment without altering the system under examination. Existing evaluation frameworks collapse categories, introduce new physics, or rely on interpretive heuristics that cannot be audited or reversed. This paper introduces the Five-Layer Instrument Suite, a closed-loop diagnostic architecture designed to evaluate governance systems across organizational, technical, and sociotechnical domains. The suite consists of five layers, which together form a reversible, auditable, non-destructive diagnostic engine. This paper provides the conceptual specification, operational flow, evidence architecture, and governance-grade guarantees required for regulator-ready evaluation and timestamped scholarly lineage.
