This work introduces VacuumCode, a computational and theoretical framework that models galactic dynamics as an emergent effect of a structured quantum vacuum. The approach is based on a two-level formulation: (1) An effective observational layer (DLMC Vacuum), where galaxy rotation curves are reproduced using a modified velocity relation involving a transition function μ (x). (2) A fundamental layer (VacuumCode), where the correction term is interpreted as arising from a vacuum potential φ (r) coupled to a torsion-like operator T (r). This leads to the relation: μ (x) · Vbar² ≈ φ (r) · T (r) suggesting that phenomena commonly attributed to dark matter may instead emerge from an underlying vacuum structure.
