This paper presents the first complete framework for unified cryptographic governance spanning both enterprise infrastructure and artificial intelligence system layers. It introduces seven technical contributions: the Unified Cryptographic State Model (UCSM), the Bidirectional Dependency Engine (BDE), the AI Cryptographic Bill of Materials (AI-CBOM), unified governance gates requiring simultaneous evidence from both layers, an integrated compliance mapping engine, continuous cross-layer drift detection, and an integrated post-quantum readiness programme. The framework is protected by 41 USPTO filings with 4,400+ claims and a priority date of November 23, 2025. It addresses compliance under the EU AI Act, DORA, NIS2, GDPR, HIPAA, and CNSA 2.0 simultaneously.
