The line of sight toward l ≈ 105◦, b ≈ 9◦ intersects multiple Galactic H I components, including outer-disk gas and high-velocity halo structures identifiedin large-area surveys. This work forms part of the V582 Cep Monitoring Program (2026–2031), a long-term observational survey of the stellar and interstellar environmentin this region. We aim to independently verify the presence and basic properties of the H I components near −88 and +88 km s−1 using low-resolution single-dish observations. We obtained 21-cm spectra with the SALSA 2-m telescope and transformed all data to the LSR frame using the CASA CVEL task. The spectra are compared with EBHIS, HI4PI, and LDS survey data to assess velocity structure and consistency. Both the −88 and +88 km s−1 components are clearly detected. Thenegative-velocity component is strong and extended, while the positive-velocity feature is weaker but consistently present. The centroid velocities and line morphologies agree with those observed in EBHIS and HI4PI. The SALSA observations provide an independent confirmation of high-velocity H I along this sightline. The large beam and minimal filtering of the instrument allow diffuse emission to be recovered with high sensitivity, consistent with the structures seen in all-sky surveys.
