Starting this blog post with a sentence in Latin may sound a bit over the top, or even slightly out of place. Yet the reversed quote “*ubi minor, maior cessat*” captures an increasingly common practice in the Mediterranean region, where cities have begun to rewrite the rules of migration governance –for better and for worse.
