QODIQA is an open technical standard for deterministic runtime consent enforcement in artificial intelligence systems. Existing governance frameworks: GDPR, EU AI Act, NIST AI RMF, ISO/IEC 42001, define consent obligations but do not enforce consent at the execution boundary. QODIQA defines and occupies that architectural gap. Under the standard, no AI system can execute on personal data without verifiable, scoped, cryptographically anchored consent at runtime. The standard corpus comprises 32 normative documents including a core standard, reference architecture, conformance test suite, certification framework, and audit model. Released April 2026 as an open, vendor-neutral, jurisdiction-agnostic specification.
