This study continues the core research direction of the previous papers, focusing on the mechanism of non‑coding RNA in systemic lupus erythematosus (SLE). Meanwhile, it standardizes terminology and optimizes logical boundaries of the core theory "Tumor ≠ Cancer" from Papers 1–17. This research always adheres to the core idea of the Theory of Innate Correct Cell Function: cells do not voluntarily malfunction or act emotionally; their impaired repair function arises from inherent defects, not from subjective intention. By redefining core terms, refining theoretical boundaries, and supplementing restrictive conditions, this paper further completes the logical closure of the core proposition "Tumor ≠ Cancer". It clarifies that this theory does not negate existing clinical oncology, but provides a supplementary perspective from the viewpoint of non‑coding RNA regulation for understanding the key mechanisms by which tumors progress to fatal states. This study also eliminates academic misunderstandings, legal risks, and ethical disputes caused by non‑standard expressions in previous papers, providing more rigorous theoretical support for research on non‑coding RNA in SLE and tumor‑related diseases.
