This Zenodo record is the public timestamped technical record for the Governance Bridge Law result in Gauged Constant Vacuum-Mode Cosmology (GCV). The central result is a governance-level UV-to-IR source-assignment bridge theorem. Under the stated bridge conditions, the exact spacetime-constant vacuum zero mode is denied primitive local-source status, assigned to the global flux-controlled sector, and the low-energy local theory lands uniquely on the GR-exact branch. A radiative-stability corollary then states that additive exactly spacetime-constant vacuum shifts renormalize only the global flux-controlled constant mode and do not re-enter the admissible local gravitational source. This record contains the main extended manuscript and Supplement S1. The main manuscript states the bridge theorem, the radiative-stability corollary, the benchmark-scoped UV governance passage, the comparison standard for standard local-Lambda EFT, unimodular/top-form formulations, and KP-type sequestering, and the downstream-separation corollary. Supplement S1 records the compact bridge-variation equations, induced source split, radiative-shift formulae, downstream realization grammar, shell / bounded-transient compatibility structure, and a concise UV benchmark ledger. In this framework, shell, bounded transient departures, geometry-matter interaction, and perturbation-sector growth are downstream realization layers after GR-exact branch landing.
