Strategy evaluation in art education entails complicated and unpredictable choices, as the judgments on the part of the expert evaluators are subjective and interconnected with performance requirements. Conventional multi-criteria decision-making (MCDM) models usually do not provide appropriate tools to capture hesitation and balance subjective and objective factors. Thus, a decision-based evaluation structure is needed that is sensitive to uncertainty. The paper is focused on introducing a new combination of Picture Hesitant Fuzzy Sets (PHFS) and the CRITIC weighting method and the MAIRCA ranking strategy. The principal effort is that multidimensional hesitation in the process of evaluation is preserved, and the objective, correlation-based, criterion weighting, as well as the deviation-based ranking, are included in a single framework. Expert assessments are modelled with PHFS, the objective determination of criteria weights based on dispersion and intercriteria correlation with CRITIC, and ranking alternatives with deviation analysis of MAIRCA. The findings indicate that there are consistent and explicable ranking data, showing that the framework has the capacity to reconcile subjective assessments with objective weighting. The suggested model PHFS-CRITIC-MAIRCA is a clear and strong instrument of strategic decision-making within art education and other complicated evaluation situations.
