This article examines the relationship between moral values and national values and considers the classification of universal moral values. It argues that the lack of clear definitions makes the distinction between moral and national values uncertain. The study shows that moral values form the normative basis of many national values, while universal moral values provide a broader framework for cross-cultural evaluation.
