Kenya, like many African countries, faces a critical mismatch between Technical and Vocational Education and Training (TVET) bioscience education and the emerging bioeconomy. A KNQA tracer study found that only 22% of Applied Biology graduates were employed within two years. Concurrently, Kenya's bioeconomy is estimated to contribute over 15% to GDP by 2030, yet lacks a skilled workforce in areas such as biopesticides, waste valorization, biofuels, biomaterials, conservation enterprises, and upstream circular economy principles (designing out waste, material passports, component harvesting). This concept paper proposes the restructuring of the Diploma in Applied Biology into a competency-based, stackable Diploma in Bioeconomy Technology and Entrepreneurship (DBTE). The program integrates Greening TVET, CBET, dual training, entrepreneurship incubation, and modular micro-credentials. It includes a "Bioeconomy Bridge" pathway to retool past graduates, rectifying a past policy failure. The DBTE is designed as a replicable model for other African countries. This paper uses Kenya as a case study, with lessons applicable across Africa, and aligns with the African Circular Economy Alliance (ACEA) framework.
