In the context of constant environmental change and rapid urbanization, the state is faced with making decisions in the field of territorial planning every day. In order to ensure the rational use of natural resources and limit the impact of negative processes, an integrated approach is needed for effective territorial management. The territory of research in this work was the Tyumen region, which is distinguished by its oil and gas potential, large areas of forest lands and agricultural lands. This work is devoted to the development of a software module for assessing the spatiotemporal dynamics of the environment-forming potential of the territory, which will optimize the decision-making process in the field of territorial planning at various levels. The proposed methodology is presented on the basis of QGIS software. The methodology includes the stages of work, starting from the selection and analysis of initial data to the visualized result of the work. As a data processing tool, a software module has been developed using the PyQt5 programming language for QGIS. The application of such a tool can be used for research in the field of agriculture, ecology and environmental protection in the development of strategies and plans for the development of territories at various levels.
