Electric thermal energy storage (ETES) is expected to become a valuable facility for realizing an economically stable electric power network. ETES uses an electric-thermal conversion machine. This machine must be reasonable, given the low-capacity factor of electric to thermal conversion. A rotating heater is proposed to reduce the cost of the electric-to-thermal conversion machine. The most important point is that this rotating heater utilizes the turbulence of the heat transfer liquid. Turbulence itself produces heat in some cases. This rotating heater can be used for generation side and consumption side.
