This paper presents a theoretical framework proposing that consciousness is not a product of matter, but the fundamental Fifth Dimension upon which the four physical dimensions rest. Built on five pillars — laws of mental association, the mind-universe structural analogy, light as the interface between will and matter, the arrow of time as momentum of original cosmic will, and conscious will as anti-entropic force — the framework yields testable predictions distinguishing it from von Neumann, Penrose, and Tononi.
