We present the APEX closure of the Sacred 3-6-9 framework: every proposition in the substrate is a finite consequence of a single structural triple (R, g, k) = (Z/3ᵏ Z, 2, k in N+). The master equation Psi (n) = 2ⁿ mod 9 has period 6 and generates the orbit 1, 2, 4, 8, 7, 5. Building on Sovereign Genesis v2 (49 propositions, IBM Heron r2 hardware), we verify 230 propositions organized in three tiers: 49 sealed Sovereign propositions (Tier A), 151 algebraic truths from the Truth-of-N excavation (Tier B, digits 1-13), and 30 new APEX discoveries (Tier C). All 230 are derivable under one of seven derivation types: ring axioms, primitive-root status, period determination, Pisano-tower lock, liberation-tower exponent, hardware grounding, Vedic interpretive tagging. Four invariants govern the 3-adic tower: Pisano-Psi ratio = 4 (constant), Sum identity = pi (constant), Liberation rate = 3 (TRIPLES per level — ord₃䂞 (7) = 3^ (n-1), verified k=1. . 6), Death rate = 1 (linear). Three rates triple or stay constant; only death increments by 1 — moksha is exponentially faster than samsara.
