Improving emergency management in rural areas is essential for mitigating disaster risks, addressing infrastructure gaps, and overcoming information isolation. This study examines the impact of the digital rural construction policy (DRCP) on rural emergency management capabilities (REMC) in China using econometric models and robustness tests. Results show that the DRCP significantly enhanced REMC, highlighting the importance of digital technologies in disaster response. Mechanism analysis revealed that emergency technology innovation, capital allocation efficiency, and human resource accumulation are key mediating variables through which DRCP can more effectively enhance REMC. Heterogeneity analysis emphasized that the positive effect of DRCP on REMC depends on local geographical conditions, economic development level, and resource distribution. In cities with a developed economy, high level of information disclosure, and rich resources, the DRCP played a more significant role in promoting REMC. Moreover, the study evaluates the roles of related policies, including the Low Carbon City Pilot, Two-Oriented Social Comprehensive Reform District, and Sponge City initiatives, demonstrating that integrated policy strategies can further enhance rural emergency responses. The findings offer theoretical contributions and practical insights for improving rural governance and disaster resilience.
