This record presents Paper 050 of the Enumiaze Research Program. The manuscript formalizes the Stage4v12C verification layer of a K48-H4/E8 Fano-octonionic framework. It consolidates V40-V50 checks into a candidate BSM phenomenology: lifetime and decay-length proxies, production-rate proxies, channel-wise detectability maps, blind mass windows at 29.53, 47.78, and 77.31 GeV, falsification conditions, literature-limit benchmark envelopes, look-elsewhere and ablation diagnostics, and a paper-ready claim matrix. The paper distinguishes internal finite reconstruction from external discovery claims. The mass windows and coupling convention are frozen as a version-stable blind prediction register. This Zenodo record may therefore serve as a timestamped provenance record for the frozen prediction register, while experimental confirmation remains conditional on independent reproduction, digitized exclusion curves, Monte-Carlo-level validation, and future external excesses or exclusions in the fixed windows.
