CDCII presents the second paper in the Configurational Dispersal Cosmology (CDC) program: a Stage-1 effective field theory framework for binding-dependent kinetic suppression of a scalar sector, with explicit background closure, perturbation-level power counting, and reproducible geometric viability checks. This release includes: the full manuscript source (CDCII. tex) and bibliography (CDCII. bib), equations and assumptions for the operational binding operator and kinetic response, diagnostic perturbation results and growth-closure expressions, references to the reproducibility workflow used for BAO+CMB background checks. The work is positioned as a theoretical and computational foundation for a subsequent Boltzmann-level implementation and full likelihood analysis (CAMB/CLASS), rather than a final observational model-selection claim.
