This article develops a conceptual model for transforming the higher education system based on public-private partnership (PPP). The study provides a systematic analysis of institutional, economic, and governance mechanisms that shape cooperation between the public and private sectors in the modernization of higher education. The proposed model integrates the strategic regulatory role of the state, the investment and innovation capacity of the private sector, and the institutional autonomy of universities. It aims to enhance higher education infrastructure, improve educational quality, ensure financial sustainability, and strengthen governance effectiveness. The research findings contribute to the advancement of PPP-based governance methodology and provide a scientific foundation for implementing a national model of higher education transformation.
