Abstract: With the aging of China's population entering the stage of deep development, elderly care institutions have become the core carrier of centralized care for the elderly, and their fire safety management is the bottom line requirement to ensure the safety of life and property of the elderly group and promote the high-quality development of elderly care services. Based on the "Fire Protection Law of the People's Republic of China", "Regulations on the Fire Safety Management of Elderly Care Institutions" and other laws and regulations, this paper systematically sorts out the current situation of fire safety management of elderly care institutions in China, deeply analyzes the core risks and deep problems in the four dimensions of facility configuration, daily control, personnel literacy and supervision system, and constructs a full-chain optimization system from the perspective of civil air defense, physical defense, technical defense and supervision, and puts forward a practical implementation strategy. It provides theoretical reference and practical path for improving the fire safety governance capacity of elderly care institutions.
