How do governance structures dictate the speed and style of AI adoption in higher education? This study investigates the leadership behaviors of administrators and faculty at two distinct institutions: UT Austin (decentralized) and Dallas College (centralized). By synthesizing Transformational, Distributed, Adaptive, and Socio-Technical Systems theories, the research identifies how institutional mission shapes AI policy. Key findings highlight the tension between unit-level interpretation and system-wide directives. This dataset/paper provides a comparative model for evaluating institutional readiness and leadership practice in the age of generative systems.
