We present a systematic compilation of kinematic measurements for rotationally-dominated diskgalaxies at z= 2.1–7.3, drawn from recent ALMA and JWST observations in the literature. Applyinguniform selection criteria—cold molecular gas kinematics, three-dimensional forward modeling, andVrot/σ > 3—we identify seven systems spanning 5.2 Gyr of cosmic history. All systems exhibit kine-matic coldness Vrot/σ≈8–11, indistinguishable from local SPARC disk galaxies, and lie within 1.5σofthe local Baryonic Tully-Fisher Relation (BTFR). These results are consistent with the prediction ofq-deformed Effective Field Theory (q-EFT) that topological phase-locking conserves kinematic struc-ture across cosmic time, and are in strong tension with ΛCDM predictions of a factor of 8–10 reductionin Vrot/σ at z∼7.
