This is the central element underpinning all indicators of the ECHO-KSA Gender-Transformative Competency Evaluation Framework. 1. Introduction and Objectives: This study establishes the ECHO-KSA Gender-Transformative Competency Evaluation Framework, a universal reference frame developed from the ECHO Digital Ecosystem's core philosophy: “Reflecting Equity, Resonating Agency”. The framework pioneers the quantification of Child Agency (Right to Identity Mastery) through measurable physical manifestations of internalized entities, providing a universal set of criteria to identify breakthroughs against gender stereotypes in all gender-transformative education contexts. 2. Theoretical Framework: The framework integrates the ECHO Digital Ecosystem philosophy with classical theories: Knowledge (EK - Vygotsky), Skills (ES - Bandura), and Attitude (EA - Deci & Ryan). It materializes internal psychological developments into objective indicators, focusing on the process by which children exercise self-determination over their personal identity. 3. Scientific and Practical Value: The preliminary research (Nguyen, 2025) with a Cronbach's Alpha of 0.826 confirmed the stability of gender data in children, serving as a proof of feasibility for establishing the framework.
