Various strategies adopted by state authorities represent a roadmap for conducting policy in the coming years, in a given area of social life. In this article, the authors analyze the strategies for the development of education adopted in the Republic of Serbia in the twenty-first century (2012 and 2021), using the method of qualitative content analysis. The focus of the analysis is on the issue of patriotic education, that is, the discourse on national identity. While patriotic education is not even mentioned, national identity is discussed sporadically and fragmentarily, without more serious and extensive elaboration. Regardless of the presence of patriotic content in certain programs, as well as a certain turn in textbook policy (“national textbooks”), the absence of a strategic approach to the issue of patriotic education and in the Republic of Serbia could have serious consequences when it comes to social solidarity.
