The article is devoted to the analysis of technology commercialization as one of the key mechanisms for implementing innovation policy in Russia. The study assumes that the main limitation of the Russian model is not the absence of individual support institutions, but their insufficient coherence. The theoretical framework of the work combines the approach of national innovation systems, the multi-level perspective of technological transitions, as well as the concepts of open innovation and absorptive capacity. The objects of analysis are the Innovation Support Fund, the Skolkovo Foundation, the Skolkovo Institute of Science and Technology, and the Internet Initiatives Development Fund. As a result, it was found that, despite its formal institutional saturation, the Russian system of commercialization remains fragmented: transitions between stages of the innovation cycle are poorly institutionalized, user demand for technology is limited, and the strategic framework for technological sovereignty has not yet been fully translated into operational support mechanisms. It was concluded that the development of innovation policy in this area requires not an increase in the number of institutions, but rather stronger coordination between them and the creation of a seamless trajectory for the movement of technology from research to market implementation.
