This document is a technical supplement to the HIQF preprint “HIQF – A Revised Proto-Theoretical Framework and Falsification Program.” It provides the minimal operational definitions, test logic, and statistical safeguards required for the disciplined evaluation of empirically testable HIQF claims. The supplement develops four main test channels: Test A — rotation curves; Test B — lensing-dynamics consistency; Test C — hysteresis and path dependence; and Test D — local–global gating. It also includes explicit falsification conditions, scope limitations, notation, a minimal reporting template, and a summary decision table. The purpose of the supplement is not to claim final validation, but to define a minimal reproducible testing framework associated with the main preprint. The main preprint package is bilingual and contains both Hungarian and English materials. Technical Supplement v2 is available in English only, as it serves as an internationally readable, methodological, and falsification-oriented companion to the main preprint.
