This paper proposes an independent axiom system that does not rely on existing physical presuppositions, used to explain the hierarchical structure and unobservability of parallel universes. By defining three core axioms: the Origin Degradation Law, the Perception Locking Law, and the Rate Ceiling Law, a mathematical model of cosmic hierarchical evolution is constructed. The critical locking level where humans reside, the calculation formula for the number of detectable parallel universes, and the precise mathematical conditions for consciousness to break through hierarchical barriers are derived. This paper supplements the theoretical self-consistency boundary corrections (leakage frequency factor, cognitive resistance effect), improves the mathematical proof of the consciousness upgrade path and reincarnation mechanism, adds a rigorous mathematical derivation of the simultaneity of past-present-future, and proposes the only ethically compliant non-invasive statistical verification scheme. This theory can self-consistently explain a series of phenomena that are difficult to explain with existing theories, such as UFO phenomena, cross-dimensional consciousness perception, differences in civilization levels, and déjà vu. It provides a brand-new perspective for the study of the essence of the universe, and clearly delineates the research boundaries and ethical red lines of the current civilization level.
