AbstractThis work proposes a formal and conceptual foundation for Artificial GeneralIntelligence (AGI) grounded in stability theory and bounded viability. It argues thatintelligence, institutions, states, and civilizations should not be treated asfundamentally distinct categories, but rather as instances of a unified class of boundedadaptive systems whose persistence depends on their ability to remain within aviability-preserving domain under increasing complexity and perturbation.The central object of the framework is bounded viability: the capacity of a system topreserve coherence, adaptive function, self-regulation, and structural continuity underfinite support conditions and rising structural burden. The theory introduces a unifiedontology, a compressed operational vocabulary, a general law of bounded viability, anda canonical master equation governing system persistence.Under this formulation, intelligence is not defined by performance amplitude,optimization capability, or benchmark breadth, but by the ability to maintainviability-preserving trajectories in instability-structured environments. AGI is thereforereinterpreted as a bounded adaptive system whose capability expansion remainsenclosed within a survivable and self-regulating architecture.The framework provides a cross-domain formalism applicable to artificial intelligencesystems, institutions, and civilizations, offering a unified language for analyzingstability, control, and long-horizon persistence. Its central claim is that the decisivescientific problem is not the maximization of power, but the preservation of boundedviability under complexity.
