This paper presents the foundational Ibbotson Unified Conjecture within the Temporal Dynamics Framework. A computational framework achieves 96. 6% detection of Riemann zeros in the development range using a geometric detector function based on prime interference modulated by the Euler-Mascheroni constant. Extended ranges converge to approximately 86% equilibrium. An independent out-of-sample test on the range 1000-1100 yields 81. 5% detection. A Generation 2 cross-coupling detector with 11-degree dual-helix twist correction achieves 100% detection across 10, 142 zeros to t = 10, 000. The six Universal Primes 2, 3, 5, 7, 11, 13 with K = 41 provide the geometric basis for the entire Temporal Dynamics Framework. Paper 1 in the Temporal Dynamics Framework Research Series.
