We present a qualitative unified framework, the Constraint-Dispersion Unified Framework(CDUFD), in which quantum mechanics, gauge symmetries, gravity, and cosmology emerge fromnon-equilibrium critical dynamics near second-order phase transitions. The framework is builton a 4+1 axiom system. The first four axioms (A1–A4) are mathematical axioms defining aspace of possible discrete network constructions; the fifth axiom (A5) is a survivor-identificationaxiom that selects, from this space, the particular structure corresponding to our observed universe. Before stating these axioms, we introduce three foundational physical principles (meta-axioms):Uniqueness of Ontology, Global Relaxation, and Local Self-Constraint.Weintroduce the concept of a critical spectrum: a cascade of critical points at different energyscales, each responsible for the emergence of specific physical content. The spectrum is boundedby two fundamental boundaries: the UV side (onset of emergence) and the IR pole (maximumentropy). The UV side is not a critical point; it represents the initial condition where the discretenetwork starts to give rise to continuous spacetime. The existence of such a cascade is a theoreticalconjecture; the precise number and physical interpretation of the critical points are determined bymatching to observed energy scales (phenomenological assignment as part of A5 anchoring). We clarify the relationship between spacetime and particles: spacetime emerges at a higher scalebefore particles, but both are emergent. Their coupling is recovered in the continuum limit of thenon-critical regime. We propose a survivor mechanism: internal dynamical selection reduces the solution spaceSA1-A4 to a candidate set Ssurv, which may contain more than one universe. A5 then acts as anempirical anchor to identify our particular universe within Ssurv. This framework avoids both thelandscape problem and strong anthropic principles. All derivations are qualitative; core open problems are identified. This revised edition incorporates the critical spectrum, survivor selection, and a conceptual focus on the emergence hierarchy, with all numerical estimates deferred to phenomenological papers. CDUFD provides a coherentconceptual structure that connects fundamental physics across scales, demonstrating that a smallset of axioms can generate a unified qualitative picture.
