This paper proposes a unified structural interpretation of consciousness and observer-dependent measurement grounded in The Relative Framework. It argues that both phenomena arise from constrained relational systems operating under finite resolution capacity (ρ), cumulative irreversibility (K), and representational conflict/divergence (Δ). By redefining the observer as a structurally bounded system rather than a privileged entity, we demonstrate that conscious experience and measurement outcomes are emergent stabilizations of interaction, not revelations of intrinsic properties. The paper does not attempt to replace existing physical or philosophical models, but to provide a structural lens through which both domains can be coherently interpreted.
