Abstract

The innovative recovery of Ukraine’s agro-industrial sector is far more than a technical necessity – it is a pivotal national mission. As the war continues to damage infrastructure, displace rural populations, and paralyze supply chains, the agriculture sector stands at a critical crossroads: rebuild the past, or reimagine the future. This article argues that Ukraine’s agricultural renewal must be driven by smart specialization – a forward-thinking approach that aligns regional strengths, scientific potential, and local innovation systems to foster targeted, knowledge-based development. We examine the specific structural and institutional barriers that have hindered technological adoption in rural regions, such as outdated production systems, weak linkages between research and business, low awareness of digital solutions among farmers, and insufficient access to innovation financing. These challenges are compounded by environmental stressors, including climate variability, land degradation, and water scarcity, which require adaptive and sustainable technological solutions. At the same time, the war has triggered a wave of local innovation initiatives and grassroots resilience – a momentum that should be captured and scaled. Drawing from European best practices, the article outlines a practical model for post-war recovery, emphasizing regional agri-innovation hubs, precision farming technologies, digital integration, and the development of human capital through lifelong learning and targeted training. It calls for the creation of regional platforms where scientists, local authorities, agribusiness, and community stakeholders can co-create innovation agendas tailored to local resources, risks, and comparative advantages. The integration of these tools into a broader policy framework can allow Ukraine not only to restore lost capacities but to leap forward – transitioning its agro-industrial system into a globally competitive, sustainable, and knowledge-based economy. The study concludes with a call for a unified policy approach that embraces cross-sectoral partnerships, aligns with EU cohesion policies, and prioritizes long-term sustainability over short-term fixes. In the face of profound disruption, Ukraine has a historic opportunity to redefine the role of agriculture in its future – not just as a sector of production, but as a cornerstone of smart, inclusive recovery and rural resilience. By investing in knowledge, collaboration, and localized innovation, Ukraine can not only recover – it can lead.
