While previous work introduced meta-capacity as an integrative property of human systems determining resilience, self-regulation, and systemic influence, the present study addresses the challenge of translating this concept into measurable parameters. The model conceptualizes meta-capacity as a function of four components: systemic capacity (SC), internal blockages (EB), inefficient energy expenditure (IE), and allocation efficiency (AE). The paper proposes that the interaction between these components determines both the stable level of functioning (trait meta-capacity) and momentary performance (state meta-capacity). In addition, the study introduces several theoretical mechanisms extending the original model, including indirect realization of systemic capacity through external structures, structural selection of individuals by system complexity, and perceptual distortion of individual potential under high internal constraints. The paper outlines directions for empirical measurement, including psychometric assessment and biographical analysis, and establishes a foundation for future quantitative modeling.
