Abstract

The article provides a comprehensive analysis of the transformation of legislative systematization mechanisms in the context of active development of digital technologies. The research is based on a thorough analysis of regulatory legal acts governing the digital sphere, as well as on studying the practical implementation of digital technologies in the legal system of the Russian Federation. The methodological basis of the research includes several key approaches. A formal legal analysis was used to examine the structure and content of sources of law. The comparative legal method was used to compare different models of legislative systematization and their application features considering digitalization. The systematic approach allowed us to consider the processes of legislative digitalization as a holistic complex of interconnected elements. Empirical research was aimed at studying the role of legal reference systems and electronic resources in the systematization of normative legal acts. The research results showed that there is a significant change in the functions of traditional forms of legislative systematization. It was revealed that official and unofficial legal reference systems are becoming the main form of systematization, while the role of paper incorporated collections is gradually decreasing. The necessity of preserving paper versions of normative legal acts as a guarantee of their information security has been established. Thus, it was concluded that a new model of legislative systematization is being formed, based on the optimal combination of traditional and digital formats for storing and processing legal information.
